Recommendations for a good forum software package

I am setting up a forum for use in my company network. It will generally be for technical / IT discussions. I've never setup anything like this before. Can you guys suggest some good and free software packages? I quite like the look of this forum; is the software package freely available?

My friend has just suggested using TiddlyWiki. It seems to be Wiki based but apparently you can create a forum out of it. It is meant to be quite flexible through various plugins. Any thoughts/experiences?

I had a closer look at TiddlyWiki and it seems like it has a lot of nice to have features but requires a lot of time to customise it. I don't think I will have a lot of time to spend configuring this. I would like to just deploy and be done with it. I don't really need fancy graphics and stuff but instead speed and simplicity.

Also, I am not sure if it is relevant to mention this but I would like the ability for a user to specify whether to subscribe to whole sections of the forum, in addition to subscribing to individual threads - is that possible with phpbb and vbulletin.
