Will be interesting as more countries' details are released...

The US Olympic Committee has had "zero adverse findings from the Rio Olympic Games that weren't 100% within the medical guidelines set forth by anti-doping authorities," spokesman Patrick Sandusky said.
Earlier this month, Mr Niggli said Wada was experiencing almost daily cyber attacks originating from Russia.
Fancy Bears, which is also known as Tsar Team (APT28), has pledged to release confidential records from other national Olympic teams.

I think what they were trying to expose is that Americans are using drugs, its just that they can use them if they have a legit reason.

Some of the banned Russians had used drugs which were legal a month before they were banned, they showed up in a test and the Russian claimed it was just remnants of the drug from the legal period.

Russians also claimed about 5 of their sportsmen/women had used drugs for genuine purposes, much like the Biles women from the USA has said, these claims were dismissed.

What they are trying to show is that there is a grey area, which you may say are for genuine reasons but the athletes from USA etc. are using drugs, they are just allowed too, others are not.

Therapeutic Use Exemptions = essentially you can benefit from drugs in your system if you have a good reason. No good reason, you cant use drugs but must compete against those who do.

Honestly, if Brits had dug this up we would all be up in arms! How honest we are, how good we are, how fair play we are, but now its the Russians who have and we are like haha, no chance Jimmy.

I would find it suspicious if I didn't believe that USADA are really, really good at what they do.
On the other hand...

Either it's banned for all, or allowed for all. This Therapeutic Use Exemption nonsense doesn't do the sport any favours.

The Russians have a point here.

The rules are there to protect the sanctity of the sport and only if there is a justifiable reason for a medical purpose. Russians are cheats and tried to fool the Sports authorities, USA team was upfront and honest and played by the rules, Russian state are just sore they got caught cheating.
