Small postage question (can you send a gameboy game with a normal stamp)?

well recently i sold a few gba games and they are so light and thin, so i just popped them into a normal envelope, attached a first class stamp and put them into the post box. I thought this would be fine. I have received positive from most of the people that purchased them, however 2 people(out of about 16) messaged me saying they had to pay 1.09 (1.00 handling and the 9p me guessing to upgrade 1st class stamp to a 2nd class large letter stamp) Could they just be lying to get some money back? or is this true? as i received positive from other people. 1 of them even sent me a message saying the game got sent back to me, i paid the postage then it got sent back to them. But it didnt get sent back and i didnt pay postage because the buyer pays postage at post office to retrieve the game usually dont they?
Thanks!!!

I have sent these games and every time at post office they had to go has large letter because they dont fit through the small normal letter gap, so they are probably telling the truth and the others have been lucky that they have got to them on normal 1st class.

maximum thickness for a letter is 5mm, if it is thicker than that then yes, large letter.

If the package is thicker than 5mm it's a large letter.

They dont check every letter hence why some havent been charged the extra

if they refused delivery because of the cost of extra postage then i would guess it would get sent back to you but might be kept at royal mail for 2 weeks if they just put a card through as i bought some ribbon off ebay and they mustnt have put enough postage one but as the ribbon was 25p and they wanted £1.08 i though i not even going there lol.
it does seem strange that you sent so many and most of them were ok but could just be a couple of jobsworth's at them particular depot's who decided to weigh them and see they were over so charging the extra?
