Audacity is a good one to use. Its free and about as simple as it gets.
Lots of tutorials on it on You Tube

What operating system are you using?
I assume you have downloaded the 1.3.12 version and this message comes up when you try to import/export a file?
I have only used this in Windows, what you need to do is Click edit > preferences> libraries>FFmpeg download, this should take you to a page which says Windows Download the FFmpeg installer

This page FFmpeg Installer

Ok the basic way I would do this

Open Audacity select Wave (Input select)
Put music CD in computer (pause track)
Audacity - Press Record
Start CD
Audacity - Press Stop when recorded
Highlight and delete the bits you dont want with selection tool (usually the beginning and end) - highlight and press delete on keyboard (make track correct run time).

Add an effect

Mute track 1
Find effect - internet, cd, dvd, etc
Audacity - Press Record
Start effect
Audacity - Press Stop when recorded
Highlight and delete the bits you dont want again to make Track 2 correct run time

Move recorded effect (Track 2) to position required under Track 1 with Time Shift Tool
Unmute track 1 and play.
Adjust volume of effect with envelope Tool
