Sounds to me like the USB ports on the laptop are v1.0 and the Wireless USB is version 2.0.

That'll be it. The wireless USB dongle needs to be plugged into a USB port that can support v2.0. It looks like the laptop only has v1 USB ports, which would sound about right if you're saying its approx 10 years old.

Why not just buy a PCMCIA wireless card?
(Most laptops have them) check wikipedia for an image of a slot (ooh err misses)
Example: http://www.eclipsecomputers.com/product.aspx?code=NE-MWIRE54&af=50

You can download the latest service pack for XP, transfer it over on a memory stick or similar and then install it. It might be worth trying before you give up as Windows XP without any service packs could be buggy at times.
