Tesco Voucher Policy at checkouts

Tescos always 'used' to take any vouchers whether you bought the product or not as long as you only used one of any sort each time and they stocked it. Went to my local extra today to be told that they will now only take a total of one voucher of items you havent bought but will continue to take a maximum of one voucher per product that you have purchased. The self scan till was taking up to 2 qty of any voucher regardless of what you bought and vouchers of any product they stock so if you have vouchers you want to use i would suggest the self scan tills!
Looks to me that Tesco are becoming less bargain friendly :-(

I find this varies according to sales assistants.

Whether they are being told conflicting policies over these vouchers or it's simply left up to them I don't know? :?
