I don't believe you can. Last few flights into Europe I have done the duty free shops in the airports have said you are not allowed to buy tobacco products.... because there is no duty on them I expect.

Even the ferry companies wont sell cigs until they are X miles off of the coast of dover.

Agreed. If you want cheaper, go to Belgium
Exeter Airport has a Duty free shop, prices were cheaper than uk shops, From memory I think you were able to purchase goods. Over the years the prices have gone up and up. Ill post a link to a good site I use to track prices.

Give the shop a ring. They should be able to give you the info on prices.

Airport Shopping (air-side)

This World Duty Free (air-side shop) offers fantastic savings over High Street prices. In addition to duty free spirits & cigarettes, customers can choose from a wide variety of fragrances, skincare & cosmetics products, confectionery, sunglasses, handbags, jewellery and watches.
To make your life easier all passengers travelling within the EU can purchase items and collect them on their return in to the UK. Just ask a member of staff in-store for details.

Duty Free is not allowed when travelling within the EU, only allowed on travel to countries outside of the EU.

France is within the EU, so sorry OP, no Duty Free.
