VAT on secondhand goods

I'm looking to buy a spare wheel for my car from a local car breaker and they want to charge VAT on it. How can they charge VAT on a second hand part cos I didn't pay VAT on a second hand car.
Anybody clarify this?

If VAT was charged for a new item, then it is also charged for sale of a used item.
