You have to use a software to format it to FAT32, Windows can't do it. Try google a free software which does that.

Have you tried plugging your new drive into your PC/laptop ,when it comes up as a drive in my computer . Right click the icon and go down to format and left click .It may give you the option to format in FAT32 or NTFS [ the NTFS one , you dont choose].
I've just fitted a WD 250 GB drive into my FAT PS3 [ex40GB] but one of the external drives I used for data transfer was already FAT32 , so I did it in quick time .
The PS3 formatted the new drive instantly in FAT32.

http://www.online-tech-tips.com/computer-tips/formatting-external-hard-drive-to-fat-32/

I myself used Swiss knife to do it when replacing the HDD in my PS3 to backup as wanted only part of my External HDD to be in FAT32.

But is possible in DOS from the above guids
