What paypal protection for a buyer outside ebay? How does this work for me (buyer) if something isn't sent?

Ok, thinking of paying for something a new forum member is selling and using paypal. But will I be protected if he doesn't send the item (I'm not using personal payment)? How does this work if there is no record of what was paid for? And does he need to have a certain type of account for me to get this protection? Thanks for any help

new or not, i don't think you are protected outside ebay. In the worst case scenario:
1) person don't send item
2) you ask paypal to investigate
3) wait a fortnight
4) paypal says that you are in favour and refunds you £0.00
5) case closed

I know cos i was out of pocket £50 in the same way. Risks are risks

Huh? Was the seller verified? What reason did they give for no refund?

hummm that doesn't sound right?

We are looking at setting up a website where our customers woud pay us via paypal for my GF's paintings, it's nothing to do with ebay - I can't see us getting many customers if this is the case!

is there something else we should be looking at using?

it was a scam. The seller wasn't verified till i realised (i paid) and even then it was too late. They did not apply no reason as they cut off all communications :(.

i used paypal to pay for items on a website other then ebay,and when i sent the item back and the seller refused to refund i tried to claim and after a long wait i called paypal to be told that if its not from ebay you are not covered as a buyer, they only offer protection on ebay and thats only if the seller is verified and only on certain items.

yep thats how it happens. I got stung on here, paypal investigate but by then its to late as they have already cleaned out their paypal account and you get nadda back. Here's what paypal say,

After careful review, we have concluded our investigation of the BuyerComplaint described below. We have decided in your favour, however, we were unable to recover anyfunds from the seller's account. As stated in the PayPal User Agreement,recovery of funds associated with a Buyer Complaint cannot be guaranteed. Please know that we will make our best effort to recover the funds inquestion if they become available in the seller's account in the future,and will take appropriate action against the seller. Such action mayinclude issuing a warning, a temporary restriction, or terminating theaccount. Keep in mind that PayPal uses a number of factors, includingmember complaints, to determine when to take action. Due to privacy laws,we cannot discuss the details of any action taken. We hope you understandour policy and that it reassures you that you are safe using PayPal.

so in other words if they clear out their paypal account you've no protection whatsoever and if it is a scam then small claims court it is.

May as well use personal paypal transfer for deals outside ebay otherwise your lining paypals pockets for nothing

you should have the rep to give the seller confidence to sell first. The seller should understand this is a good way for them to 'earn' trust...
