I had a noisy neighbour who used to play drum an bass at a volume that woke the people ACCROSS the street up...

After 4 nights of her playing (starting at 2am! and i started work at 5am..) we called the police...

The police said its a council matter..
We called the council - only during office hours please...
Called the police back and asked if they would attend if we kicked her front door down and smashed her stereo (we didnt I hasten to add!)
20 mins later they were there...

they stopped her for about a week. She started again, but this time we managed to get the name/number of her landlord.
We (and our other neighbours - it was that loud!) called him every night and then the next month for some reason she had to move out..

The morale - resort to dirty tactics... whats the cab company? - give them a call, if its not the first time get the local paper involved if the company ignore you...

Was it a private hire taxi? If so then I would contact the company, they would get rid of him straight away (we were nearly in an accident once simply because the driver wasnt paying attention - we told them and he was fired!)

On a narrow mountain road a man sees a police car driving uphill backwards.
Hi guys. Why are you driving backwards?
Because we are not sure that we will find a place to make a u-turn on the top of the mountain.
After one hour the same man sees the same police car driving downhill backwards again.
But guys, why are you driving backwards again?
We found a place to make a u-turn up there.

As julia says but you could contact the local licensing department. As they will investigate it and they can take his private hire licence off him(if he has one).
