a good idea, but his local isnt a freehouse so doesn't really change whats on offer too much.

The Scotch Malt Whisky Society (SMWS) is quite good. It costs £100 though for you first year (but you do get a nice pack including several 10cl bottles of whisky) and £50 for each subsequent year.
Here is what they have to say:
As a Society member you have access to one of the widest selection of single cask, single malts to be found anywhere in the world. We currently bottling between 150 and 200 casks a year from over 125 distilleries. Only single casks that promise to 'delight' are selected by The Society Tasting Panel.

'We, The Tasting Panel, verify that the Scotch malt whisky inside each Society bottle has been passed under some of the most scrupulous noses in the world and approved for release as a Society bottling. Only single cask, single malt whiskies that promise to intrigue, entertain and delight our members are selected, true to our motto: to leave no nose upturned'

Really £20 too much?

Rates here: http://www.camra.org.uk/page.aspx?o=292666

£20 (non-Direct Debit £22)
Full Single Membership

£360
Full Life Membership

or if he's over 60

£14 (non-Direct Debit £16)
Over 60 Membership

If he's into his real ales you could just get him a ticket to his local CAMRA beer festival (you don't have to be a member).
