We need a little more info:

What program are u trying to run?
What operating system do you use?

You probably have anti-virus / Anti malware or security suite thats stopping you installing.
Disable it then run your installation then re-enable security

I had this problem a while ago! So annoying, took me ages to find who to contact. I called 0208 8812000 and asked for extension 102 this is what microsoft told me to do, anyways they were really helpful and sorted it straight away.

thanks there is no answer!!! maybe they don't work sundays i'll keep trying!!

under vista members of the admin group are not THE administrator,
there should be an option to download this tool to your desktop, when u figure out how to do this, using right mouse button click on the tool and select "run as administrator" from the menu

My mum's been having this problem as well and it won't allow us to install any hardware...even inserting a usb stick requires contact from the network admin.

Thats prob because the account has not been set up to be "an administrator"
is there another account which can be used to change it?
if not you will have to activate the inbuilt "Administrator" account and go to control panel, users, to change its status.
