Windows 7 problem...

Hi, I have a problem with windows 7 :(
Whenever I clcik the start menu, and go on All Programs, and then hover over a program, I try clicking the right mouse button but then the menu shuts down for some reason.
It's a proper version of Windows 7 with intel i5 running!

EDIT:- Sometimes it works but sometimes it doesn't

Right click Task Bar, Properties, Start Menu Tab, Customize Button, Advanced Tab, check Enable Dragging and Dropping

This function also controls if you are allowed to right click in the start menu.
