There are more than 1 ways to do this, but I'm posting here the way I do it, as I know it's a proven method:
You'll need a form of payment which allows international payments without being rejected. A fantastic one which is recommended by MSE (and now a few people on here - me included) is called Revolut.
It's all app based, but you can request a (free) card to use physically as well in shops/ATM's - although you can use your card online straight away.
As it's a top up card, there are no credit checks etc. Simply top up with a debit card or bank transfer & spend.
It has zero fee's for international payments & international ATM withdrawals (plus bank rates on the exchange rate). You can even convert cash to euro's/dollars when the rate is good, then convert back when it drops to get more cash than you originally had (changing currency is also fee free).
revolut.com (available on the Apple App Store & Google Play store).
Upon sign up, use code MSE for a free £5 (with an initial £10+ top up).
Note: When adding your card to a new region, Microsoft will place a pending charge on the card to verify it (normally around 39p. This is refunded after 10 days, but make sure you add enough to cover your purchase once this payment is taken.
You don't need to verify yourself unless you spend over £1000 (which at this rate, won't be long haha).
For the benefit of this example, I'll be buying Star Wars Battlefront ultimate edition from Columbia (which is £44.70 in Columbia & £104.99 in the UK Store).
I'm buying this AFTER I've bought EA Access, as this gives you an additional 10% off the Star Wars game.
Note, EA Access is also cheaper on the foreign marketplace, it's currently around £13.56 on the Hungarian marketplace. This will also give you a 10 hour trial of the full game, a week before release (I.e now).
Right, navigate over to Xbox.com & find the game you want to purchase. It should give you this price in UK pounds as you're on the uk store.
In the bottom left hand corner of the screen, will be some text saying "United Kingdom" - this is a link, click it and it will take you to a list of other Xbox marketplaces.
You want to find the one saying Columbia, click this and it will switch stores and give you a price in Columbian Peso's (which will be $229900).
If you head over to XE.com, you can convert this to check the price.
OK, the fun part......
Click to purchase the game & it will take you to the payment screen. I just used google to convert the text to English, but if on chrome etc you can do this as a whole web page.
Enter your new Revolut card details, plus a Columbian address.
I used my normal address details, but changed the town to Bogota, postcode to 110111 & a random Columbian phone number.
Note, most people have to connect to a Columbian VPN at this stage before clicking the purchase button, it depends on your ISP (some have had success without it, but I would recommend this step was performed before purchasing).
I personally used one, connected using the VPN Unlimited app to Los Santos, Panama (free trial available, but any VPN should work, as long as it can access the region you are buying from). There is another called VyprVPN (free 500mb per month) which people have also had success with, I would recommend trying this as well as it appears to cover most MS regions.
Note: A few people are falling foul at this step. You MUST set the VPN server you connect to, to the region you are buying from (so if buying from Russian store, set the VPN to Russia, if buying from the Indian MS store, set the VPN server to India etc).
Your game should then be purchased (at this point you can click the Columbia link in the bottom left corner of the screen & change back to the UK store if you wish).
Your game will appear in your download queue (or pending downloads) on your Xbox One.
You can use this method to purchase any game from most regions, wherever is cheaper. It's NOT against the MS terms & conditions (as you are purchasing it, albeit at a greatly reduced price), plus all digital content is region free.
Now if you combine this with game sharing with a close friend, it will work out half price again. That guide can be found here:
Right, buying gift codes from the MS store still works. I just bought a 1000 Russian Ruble gift card using Revolut (+ a VPN, but I don't know if a VPN is required.) I was then able to buy Subnautica from the Russian store using that credit. Again, I was logged in using a VPN when I made the purchase but I don't think that would matter when using a gift card.

Once you are logged in, just paste the above URL in again to take you direct to the Russian Live page.
3) You will see the various Live Credit that can be purchased on this screen, for Ori, you want to buy "500 py6" which is 500 rubles. Add this to cart (You can add as much as you think you need) then go to Checkout. You will need to provide a Russian Address (This will be saved so you can repeat again later) I used the following:

Then enter your card details and complete the order (EDIT by Jes: You can use Revolut, that's what I used). Please note, your credit/debit card may flag this order (I used my Amex, their fraud team caught it, and sent me a test to confirm if legit to which I said yes and then the order went through). Once you complete payment, you will see a Live Key for 500 rubbles on screen. make a note of this as you will need this for payment.
You may need to login again, if you do just paste the above URL in again after you login. once you are back, press the big green button (Activate in Russian, again use the translate function), a popup will appear, enter the Live Key that you made a note of earlier, press the green "Подтвердить" button (to validate), if all is well you should get a confirmation screen.
5) Final step - Visit the Ori Game page link (for other games, just search for the Game):
Again push the Green "Купить сейчас для Xbox One" (which is Buy Now for Xbox One), (If you have 2 step authentication then enter the code here), a pop up box will appear stating Ori 419,00p below that you should see a section that says 500,00 p (or whatever amount that you purchased), Click on the Green "Подтвердить" button and your order should be completed
Now sit back and wait for the game to download to your Xbox (edited)

Where you see your gamer picture on the top right click it to show options, then select 'redeem code'. Next screen click redeem and then put in your code.
4 > Once your credits are added to your account when you go to purchase the game it doesn't show your other revolut card if you had one setup, but simply shows the credit you have left.
5 > Purchase game and then go to your downloads section on your xbox one and download.

I'll put together shortly & post up mate.
To answer your question, yes, only 1 game needs to be purchased & you can use on both consoles (even at the same time, against each other etc, both using their own gamer tags).
I can see a lot of people struggling with this, so here's what i do:
1) Go to the DGP website, find the game you want from the region you want and click the flag.
2) This will open up the corresponding store then you *need* to make sure at this point that you log in (i found even if i log in on the english site first, i get kicked out and have to re-enter details)
3) Click on the buy button.
4) Click on the plus button to add the address details and card details (revolut, credit, debit, all of mine worked, but people are saying that Revolut no longer works, which may be the case. Also use the address details from the first page, i personally used the address details for a mcdonalds in my chosen region and this works fine, LOL)
5) Fire up vyprvpn and choose the location that matches your chosen store, then hit connect.
6) Once connected, go back to the buying page and hit okay, then it will show you another screen that basically says you sure you want to buy this? you click okay then the game is added to your account.
Hopefully this will help show people how simple it is, it really is not difficult, stop using Hola as it doesn't work (or at least not for me), vyprvpn is free for 500mb a month and comes on all platforms, stop being lazy and trying to cut corners with this ( i see a lot of people doing this) and stop taking extra unnecessary steps like incognito mode etc. Failing all this, buy the MS points for the region you want from Offgamers (included this link as OP's shop doesn't seem to do MS cards any more) and buy them that way, cutting out all the credit card stuff altogether and STILL saving money.

Just to update you guys, waited the 5 days after getting error PBR9002 and all is good again. Just purchased from USA and went through no problem with same Revolut card.
Just to be crystal – here’s how I check prices.
1. See Game on sale on Xbox App/Dashboard 2. Find Game on DGP 3. Click flag for cheapest region 4. Once loaded, log in to show Gold Discount (if applicable). 5. Tap price into XE.com and get a true converted price
If going ahead with purchase;
6. Close Chrome on phone. 7. Clear Cache from Chrome. 8. Load up VprVPN for correct region. Wait for connection to be steady and secure. 9. Switch back to DGP (still sitting on the product page) and click the region. 10. Page (for region) loads up – click “Buy it Now For Xbox One” 11. Complete Purchase
Revolut card will be selectable if you’ve used the card/region before. (Double check the price now showing at the top of the screen – as this is the final sale price including Taxes).
If Revolut Card not showing (and you’re getting the Add Symbol/Card) then add the card and an address (I use Google HQ/HO Location Page) google.com/abo…ns/
Process payment. You’ll get a Revolut Pop Up (Notification) on your phone for the PreAuth charge (<£1GBP)
The payment (on the Xbox.com page) will then either refuse and you’ll get the “Use another card” nonsense. In which case, try again tomorrow once the PreAuth has been authorised/cleared/settled.
Or, it will just go through straight away and you’ll get a second Revolut Pop Up (Notification) for the full/confirmed amount.

Ideally you want to use a credit card that doesn't charge fees for foreign transactions I.e. Halifax Clarity etc. The bank will do the exchange at their rate and you pay it off your card. Result.
Many banks offer them. Revolut stopped working for me in other regions like lots of others. I used my remaining credit on the UK store went through straight away so talk of blocks by Microsoft chat etc is tosh. Microsoft have got wise to the practice and revolut has probably been flagged in other regions.
If others are still able to use revolut then all power to them. Heat to the poster for the info.
On a side note I do have to agree with others stating that why on gods green earth are people ringing Microsoft about this???? Its like finding a misprice at a shop and not only informing the shop but offering to let them use your pen to correct it!

The only way you'll get banned for this is if you switch regions to download a free game that's not meant for your region (I.e games for gold in the US for example).
There was a thread a while back (I'll try to find it), with screenshots posted with conversations with MS to confirm this was legit & NOT against T&C's - this was all verified.
I've personally been doing this for years & I know a few did it for the 360 as well.

If Revolut & debit/credit cards are not working, you'll probably have some block on your account.
Gift cards should work in all instances.

Guys, just to inform you all I just picked up Alien Collection from Argentina using VyprVpn and Revolut. Rather than selecting Argentina as the server location use Vietnam, it worked for me.

For those having troubles troubles like I had for the past 2 hours..... PBR9002 error anyone, here is how to sort it....
YOU MUST HAVE A VPN IN THE COUNTRY YOU WANT TO PURCHASE FROM....
I stupidly was behind a Vpn in Germany trying to buy in Columbia it was not going to work however I found a nifty solution and perhaps something to add to the awesome guide you can use VYPRVPN app on android and iOS to vpn using wifi or mobile data select the country in the Vpn app (ie Columbia) when surfing from Columbia then go to Xbox.com and change the marketplace to Columbia... Purchases are plain sailing after that :-)
Remember m$ don't care if you are not in the country however for tax purposes you must "virtually" be in that country if they are audited so surfing from uk (vpn) to Columbia marketplace they block payments

I'll put together shortly & post up mate.
To answer your question, yes, only 1 game needs to be purchased & you can use on both consoles (even at the same time, against each other etc, both using their own gamer tags).
1) Go to the DGP website, find the game you want from the region you want and click the flag.
2) This will open up the corresponding store then you *need* to make sure at this point that you log in (i found even if i log in on the english site first, i get kicked out and have to re-enter details)
3) Click on the buy button.
4) Click on the plus button to add the address details and card details (revolut, credit, debit, all of mine worked, but people are saying that Revolut no longer works, which may be the case. Also use the address details from the first page, i personally used the address details for a mcdonalds in my chosen region and this works fine, LOL)
5) Fire up vyprvpn and choose the location that matches your chosen store, then hit connect.
6) Once connected, go back to the buying page and hit okay, then it will show you another screen that basically says you sure you want to buy this? you click okay then the game is added to your account.
Hopefully this will help show people how simple it is, it really is not difficult, stop using Hola as it doesn't work (or at least not for me), vyprvpn is free for 500mb a month and comes on all platforms, stop being lazy and trying to cut corners with this ( i see a lot of people doing this) and stop taking extra unnecessary steps like incognito mode etc.
Failing all this, buy the MS points for the region you want from Offgamers (included this link as OP's shop doesn't seem to do MS cards any more) and buy them that way, cutting out all the credit card stuff altogether and STILL saving money.

1. See Game on sale on Xbox App/Dashboard
2. Find Game on DGP
3. Click flag for cheapest region
4. Once loaded, log in to show Gold Discount (if applicable).
5. Tap price into XE.com and get a true converted price
If going ahead with purchase;
6. Close Chrome on phone.
7. Clear Cache from Chrome.
8. Load up VprVPN for correct region. Wait for connection to be steady and secure.
9. Switch back to DGP (still sitting on the product page) and click the region.
10. Page (for region) loads up – click “Buy it Now For Xbox One”
11. Complete Purchase
Revolut card will be selectable if you’ve used the card/region before. (Double check the price now showing at the top of the screen – as this is the final sale price including Taxes).
If Revolut Card not showing (and you’re getting the Add Symbol/Card) then add the card and an address (I use Google HQ/HO Location Page)

Process payment. You’ll get a Revolut Pop Up (Notification) on your phone for the PreAuth charge (<£1GBP)
The payment (on the Xbox.com page) will then either refuse and you’ll get the “Use another card” nonsense. In which case, try again tomorrow once the PreAuth has been authorised/cleared/settled.
Or, it will just go through straight away and you’ll get a second Revolut Pop Up (Notification) for the full/confirmed amount.
Ideally you want to use a credit card that doesn't charge fees for foreign transactions I.e. Halifax Clarity etc. The bank will do the exchange at their rate and you pay it off your card. Result.
Many banks offer them. Revolut stopped working for me in other regions like lots of others. I used my remaining credit on the UK store went through straight away so talk of blocks by Microsoft chat etc is tosh. Microsoft have got wise to the practice and revolut has probably been flagged in other regions.
If others are still able to use revolut then all power to them. Heat to the poster for the info.
On a side note I do have to agree with others stating that why on gods green earth are people ringing Microsoft about this???? Its like finding a misprice at a shop and not only informing the shop but offering to let them use your pen to correct it!

The only way you'll get banned for this is if you switch regions to download a free game that's not meant for your region (I.e games for gold in the US for example).
There was a thread a while back (I'll try to find it), with screenshots posted with conversations with MS to confirm this was legit & NOT against T&C's - this was all verified.
I've personally been doing this for years & I know a few did it for the 360 as well.

The cause of the problem - I had changed my password via Microsoft and had since not logged out of live via Xbox One. Doh. Soon as I logged out of Xbox live, and logged back in, every thing come on. YOU MUST HAVE A VPN IN THE COUNTRY YOU WANT TO PURCHASE FROM....
I stupidly was behind a Vpn in Germany trying to buy in Columbia it was not going to work however I found a nifty solution and perhaps something to add to the awesome guide you can use VYPRVPN app on android and iOS to vpn using wifi or mobile data select the country in the Vpn app (ie Columbia) when surfing from Columbia then go to Xbox.com and change the marketplace to Columbia... Purchases are plain sailing after that :-)
Remember m$ don't care if you are not in the country however for tax purposes you must "virtually" be in that country if they are audited so surfing from uk (vpn) to Columbia marketplace they block payments
