Why do so many people on this site not add tags to their threads?

These tags are what make the search results as accurate as possible and without them, it's practically impossible to sift through lots of results looking for exactly more...

Can other people add tags to exisitng posts ? I just get I don't have permssion.
Edit: just checked and I can add tags to my own post, but not to others....
