thinking of learning how to build a website what is the best software on the market?

I've sen a tattoo that I want, its quite a complicated half arm sleeve. I called the tattoosit today and emailed them the image of the tattoo I want, and they said it can be done, but they need me to bring in a copy of the design, the same size that i want.

As above, with a slight fault.. I bought the trainers from CDiscount, and one of them was missing the silver "Porsche Design' badge at the bottom of the trainer..They've been no help trying to get a refund.. And they're not really my style.. I don't want to wear them incase they get dirty.. :D
