There's a T-Mobile PAYG sim card included but no top needed for this purchase. Had tried my O2 sim card on the phone and it works, so it's unlocked.

Just bought mine from the Superdrug in Cambridge (near Grafton Centre), there's still 2 left.

This phone is for minimalists or people with not-so-good eyesight, or people who need a back-up phone or one for holidays. Read the reviews before you buy, it is probably the phone with the fewest features in the world. Having said that, I love it!
