Normally when I add heat to deals it adds 9 degrees but now its just adding 3 degrees, is there any reason for this?

What type of "deal" makes you vote it hot? I see many deals that only apply to < 1% of HKUD'ers e.g. our local store in nowheresville is closing down and having a sale, yet this reaches quite a high heat. Surely this can only be a deal to people who live within 30miles more...
