thanks for the extra info

You can only get it from Scotland?!! England is far superior...

It does say they are only trialling in those areas so may well be rolled out to other stores as per their FAQ page:

Where can I use my Treat Me card?
Our loyalty card is currently a trial scheme and is only available in selected stores, however we'll be rolling out to more stores very soon - we'll let you know as soon as we do.

-----------------------------------
Also in case anyone wants the terms and conditions I have copied below I know it's not in England yet but nice to see that 16 year olds and can get it as well, a lot of the loyalty cards etc are strictly over 18's and whilst I don't see many young ones having that much money they do spend a lot in these shops and should be treated fairly.

Terms below copied &.pasted direct from their website - http://www.paperchase.co.uk/treat-me-terms/

is the £10 a voucher a bonafide voucher, or is it a £10 when you spend £20 type voucher?

my wife always wastes huge amounts of money on tat in shops like this, so £10 would be a brilliant!

bona fide no restrictions, sure someone will correct me if im wrong!

Shame it's restricted to the trial areas in Scotland - hopefully once their trial is over they will roll it out across their other stores - I do shop in Paperchase so would be nice to be able to take advantage of this in the future, will have to keep checking back on their site for updates I guess.
