They're Christmas cookies - they probably had leftover cookie batter from Christmas (probably been frozen) and they baked the cookies and put 1p on them to get rid.

I got a feeling it's a cock up too. Co-op usually reduces cookies down the same way as they normally would with other products and they wouldn't be reduced that much. (I work at a Co-op)

This isn't a cock up, I work for a CO-OP store, when items become this reduced it is for the stores to clear them out, They aren't allowed to sell them but are instead mean't to waste them out this is to stop a backlog of stock that is no longer sold, keeping warehouses clean and tidy, the items will either be sent back to a depot for sorting or provided to a local charity, but under no circumstances are mean't to be sold.

Clearly someone isn't doing their job correctly at the store inwhich this was found.

They aren't allowed to though, They aren't following procedure, They are mean't to be wasted out. Basically its part of SEM, which is clearance, prices drop until they reach a certain point in which they reach 90%+ reduction, inwhich this time they aren't allowed to be sold and are too be put through the waste to clear the stock from the stock rooms, Basically, the store should of baked these cookies up in one of the earlier clearance sections, inwhich they probably dropped to 75p, 50p 25p, at this point they aren't mean't to be selling them and can get in quite a bit of trouble for not following the procedures as its all tracked.
