Yes in many ways for children it is with the main fact being if a child breaks this "TOY" then it will not burn a hole in your pocket.

As does a firm "NO" from an early age. Why is it so many parent seem to struggle to get across the message that their tablet is theirs and not for very young kids to play with?

Yes I get you sometimes people need to be firm and just say NO. I see 5yr olds playing on iphones like they are a toy. Its really bad to be honest

My 5 year old doesn't bother with my phone or tablet. He's far more interested in his own creativity. He doesn't need some "educational" app on a phone or tablet to keep him amused. The funny thing about most of these "educational" apps is that someone who could code sat down and wrote an app with little personal experience of educating a child. I think I'll leave the school to teach my kids how to read and I'll help them with their homework.
