Going to vote cold based on it being available cheaper elsewhere and also based on the horrific quality of the cable (twists every ~10cm on the one I bought).

Ethernet doesn't work like that. Unlike ADSL which can adapt to connection quality and degrade gracefully, ethernet will likely either work perfectly or not at all. However, as it's designed to work with "proper" cables of 100m or so, it'll probably work fine with 20m of wet string - that's how they get away with CCA. Don't try to use it for Power over Ethernet though.

Yes it does.
Use crappy cable and it'll sync at 100Mb, or even 10Mb on truly terrible cable.
Use a cable with only 2 pairs connected, and 1000Mb+ obviously becomes impossible regardless of the cable quality.

Ethernet cabling is by no means black & white.
