how on earth is this going cold?
I got 49 plugs last year for 6.95 and they were TINY. most have died only a few survived and aren't very big
Lavender gets huge anyway so as long as a few survive you should be ok.
Plant them on into 2-3 inch pots on arrival and keep them in a warm/sheltered place. Mine arrived last week and are thriving in the window of the garage, plus some occasional trips outdoors when the sun has been shining this week.

Probably because of experience of T&M's plants that arrive so small and poorly they should be in an incubator in intensive care. Not many survive to childhood, never mind adulthood.
