Good base for a short break, plenty of other dates available at similar prices. I think its a new hotel, not sure if open yet.

There is a large multistory just around the corner (like, 60 second walk… 2 buildings down). Also Gunwharf just down the road. All paid though of course.

In fact the hotel isn't even built yet, so doesn't even have rooms

I would contact Premier Inn and enquire. It seems to be a new hotel and it might be that their website simply isn't up to date yet. I can't really tell, but as it comes with a restaurant, it would usually imply there is parking as the restaurant needs it. Or it could be that it's on/near the shopping centre and maybe not.
I would expect its being built to compete with the new Travelodge that was delayed due to the JCB incident last year. The TL definitely has parking and a wonderfully open plan foyer

yes, as a base theres plenty around, Southsea, the dockyard, Gunwharf Quays, day trip to Brighton etc

There won't be any free parking but there is a multi-storey next door that you may be able to get at a discounted rate when the hotel is built.
