If anything the scenery is more gorgeous than Croatia. But, whilst the war and previous Yugoslavian roots have all been consigned to (rather biased, I must say) history in Croatia they are all plain to see in Montenegro, the roads are terrifying, infrastructure poor and some of the 'luxury' apartments being built for Russian tourists are massive eyesores.
Despite using the currency, Montenegro are not an EU country and is used as a tourist destination for rich Russian mobsters, we never felt completely safe there.
Now, I'm not saying its a hell hole and no-one should go, it was actually refreshing to see a country so different to the european countries I'd visited before and seeing so many yugolslavian relics and commy cars was very interesting. Just be wary of the touristy bits and don't expect Croatia 2.0.

We went last year, thought it was a very odd place.... couldn't decide if I liked it or not but don't think I would rush back!
We visited with young grandchildren children last year - and we liked it so much we're doing an even bigger extended-family trip again this year! THE MOST beautiful scenery and helpful, friendly people. When we got lost total strangers used their mobile phones to ring our accommodation for us - and then the owners came to meet us! Yes the super-rich Russian oligarchs keep their super-yachts in Kotor Harbour (where all the expensive Cruiseliners - featured recently on TV - visit as part of their regular itinerary), but they didn't bother us lol!!! Some pre-development original places and facilities still cheap, eating out can be very cheap - but steer away from the newer developments which are ludicrously expensive. We travelling peak-school holidays, and flight and car hire prices generally have increased steeply since our visit last year (reflecting Montenegro's increasing "hidden gem" popularity) but hoping still to find the genuine original treasure-type places we enjoyed last year (I think we booked originally on rachelandgromit's featured HUKD listing). Montenegro has applied for EU membership and is currently going through the integration process - and we found it is treated as EU for insurance and everything except mobile roaming. Try it before it prices itself only for the super-rich! Oh and yes, this deal IS a bargain. Grab it while you can!
It's pretty easy to get around by bus, although don't expect any mod cons on their buses. They're very basic but get you from A to B
