As far as I can tell there is 3 ways of downloading.

Google Play Music Manager
This is a basic program which you install on your PC and log into your Google account with. It is used for uploading to Google Play (which will host up to 20,000 songs up to 320kbps for no charge per Google account). You can also download from your account, but it's fairly basic. There is one option to download your entire library and another option to download only purchased music; this usually excludes any music previously purchased and downloaded using this program.

Google Play Web Player
You can select to download onto your PC up to 100 songs at a time from the web player, but are limited to only 2 downloads per song.

Chrome Google Play Music Extension
With this extension you can installed on Chrome you can drag and drop music into the web player to upload music, sync selected folders on your PC with the web player also to upload music or as above download to your PC, but without the limits as detailed above. I tend to use this option the most for uploading and downloading now, as it's very quick and easy.

Note, I only use PC, there may also be options for doing this on the Mac.

I don't think you can do this using any Android device, e.g. phone or tablet, however, once downloaded onto the PC you can add to the Android device hard drive or external SD card and play through the Google Play Music app on the device, without having to stream.

I have all my music collection on Google Play Music and on my PC. I load what I want to play in the car onto a 64GB microSD card and play through my phone on bluetooth. This saves me using up all my data on my phone contract and is more reliable, as you don't need 3G / 4G / wifi to play music.

These MP3s are DRM free and once downloaded onto your PC can be transferred to any device, MP3 player, iPod, iPhone, and copied multiple times.

Thank you for costing me money that I don't have.

If you download the album you can do so as many times as possible on PC. On your tab and phone, as long you have them included as authorised devices you can download and remove as many times as you want on the Play Music app.

...ah, okay...I'm sorry I sound like a hopelessly clueless dick, but, when you purchase this and download to your PC, are they just mp3 files like any other mp3 files...that you can just drag and burn onto a cd-r, SD card etc...or do they have to have some file association with Google?

They are normal MP3 files.
