One of the Amazon reviews seem to confirm it is IPS:
"There also seems to be discrepancy in the specs on Acers website,, some sources even claim it's VA panel, some 75Hz and some even advertise it as a 10 bit pane which would be nice for this price.

I can confirm at the native resolution it's limited to 60hz, it's a IPS display and it does not support 10bit display modes."

I bought this monitor a month ago and returned two weeks later. IPS glow was ruining dark scenes in games and movies. Stay away.
