Will this be good for streaming football?

I'd choose this refurbished Acer Chromebook over a Windows laptop. If streaming is your priority.
The screen is a Full-HD IPS touchscreen not a TN, the battery last all day, has no fans.

I've been using one of these for 6 months now and use it for streaming all my Football with no problems. Battery life is excellent, but can take a hit if you are outputting to a TV.

Is there an issue with HDMI out to a TV?

Firstly, there isn't and HDMI port on the Acer. You have to buy a USB-C to HDMI Dongle. The two things that hammer battery life on both tablets and this Chromebook, are streaming via something like Acestream or Sopcast and using Skype. Doing anything else, the CB makes a similarly priced Windows laptop look silly with respect to battery.
