Tis a usable monitor, had mine 6 months+ never let me down, side by side with an LG UltraWide the brightness isn't there, but the 144Hz gives me an even chance in most games.
If you can find my review of this online I show the viewing angles and it's only looking up (it's nose) that shows any panel weakness.
No light bleed or anomalies.
That odd looking round stand is because it has finger strength height adjust.
The HD £200 version looks a good buy if cash is tight.

Anyone know if this monitor is decent?

I bought the old version, NITRO VG271UPbmiipx and the Predator XB271HU. Side by side the Predator is significantly better. It's easily twice as smooth despite the identical specs due to lots of stuttering with the NITRO and laughable HDR400. I'd check which panel this monitor uses. I'd pay an extra £150 for the Pred.

the brightness isn't there,

You shouldn't be using these monitors anywhere near maximum brightness. Even at 0% brightness most monitors are still bright enough.

Activated HDR uses brightness @ 100%?
Which BTW possible buyers please note this runs 144Hz with HDR!, some brands lock it at 100Hz.

I myself ran multiple settings and although brightness is 75/100, it's not bright enough, as the other settings contrast/black etc aren't strong enough to raise it to Design Std IPS, but it is a TN, so I expect nothing more for the price.
