That's MPRT and should be completely ignored as it's just a con and many manyfacturers are using it to make monitors seem better than they are (you need backlight strobing enabled for MPRT, and you really don't want that).

The true GTG response time is 2ms, which is still decent.
Motion handing is decent, nothing special but better than VA panels from Samsung.
Contrast ratio is on the low side, but to be expected as most IPS panels are the same.
Brightness is 400 nits, pretty good so should be fine if used in a well lit room.
Stand has tilt, no rotation. Doesn't look like any height adjustment, but a review says it has.
