It's ok I've figured it out. How reliable is Quidco with the cashback?
quidco tracking giffgaff? not reliable at all. I had to submit missing cashback claim for Sony Xperia X the other day. No idea if it will be approved.
Giffgaff/Quidco cashback is quite ambiguous.
I've bought refurbished before for £9 & £29. Quidco has tracked at £5 for each although, when purchased there was nothing payable for existing giffgaff members. I went through Quidco just because the conditions are so ambiguous and, if it pays out, I've got an extra bonus fiver for each.
I've bought new from them and had to chase the cashback because it tracked at a lower rate than the 'deal' at time of purchase. Eventually it was paid as advertised.
You can't really rely on cashback especially with this retailer. The rates change so often and it's dependant on if you are a new or existing giffgaff member. It's a lottery as to how much will track and if it will be paid correctly.
Additionally there's this in the Quidco 'What will stop me getting cashback' conditions (which further confuses the fact that 2 purchases of mine have tracked, as a registered user and purchases of £9 & £29):-

I didn't know this.

Thanks for sharing
If you're already a giffgaff member then there's no £10 topup needed.
If you are looking for this model of phone then £19 new is a good price (without topup). Quidco would be a bonus if paid and there's nothing lost in trying.

What's uncertain to me is this:-
Is this the U3 with Android Go OS or Android 6?
I believe there is a version of U3 running Android Go but cannot find it specifically stated anywhere on any website, including Alcatel's.
The description states Android 6 but why then the distinction between Alcatel U3 3G and Alcatel U3 2019? The stated specs and info on both models sold by giffgaff is exactly the same according to their website.
Alcatel only list U3 2018 model.
In summary, what are giffgaff selling here?

U3 with Android 6 will be woeful to use.
U3 with Android Go will be a better experience for those seriously looking at buying this hardware specification.

If this is the one with Android Go it is a better prospect and at a cheaper price than the older U3 with Android 6 also offered by giffgaff.

One other note of experience with giffgaff:-
I bought a red Moto C refurb recently.
When it arrived it said 'red' on the box.
It was black... and locked to O2. The first statement on giffgaff's phones for sale page is 'all our phones are unlocked'.
Everybody makes mistakes I guess.
I queried the spec with giffgaff and they have confirmed that the U3 2019 is running Android 6 so it is, effectively, the same phone as all the other U3 models they have advertised. Again, no idea why the '2019' distinction.
Makes no sense advertising the same model refurbished at a higher cost as the same model new with accessories.
According to the cashback terms you need to be a new customer who registers a new sim card. Not sure if a newly registered sim by an existing Giffgaff member will meet the terms for cashback.
