    I don't understand, does this go on a luggage rack, or are you supposed to wear it on the bike?

    It is a courier bag. You wear it over your shoulder.

    If you don't have racks (for instance you are riding a road bike) it is the best solution. Also because the strap is only on one shoulder, it makes it easier to look over the other for traffic!
