On the face of it they may have. They are still draining natural water sources and not using them sustainably for their own profit. What do you expect from a company that doesn't please access to water is a human right.

You are spot on, my order is now split into 3x(2 packs).... but I wonder how this will be over 20KG?

6x1.5L = 9L, so how come 2 in a pack exceeds 20KG?
