Are you sure it's the CPU and not just the 1060 struggling to keep up? I have the same CPU with a 1070 and it's fine for me.

Wouldn't going from a 4.4ghz 4690k to a 2600 actually be a significant downgrade, for gaming any way?

2600 or 3600 will be a significant upgrade over your current CPU, 6 cores and 12 threads.

Probably is the GPU to be honest but it was the last thing I bought so wasn't on my first to upgrade list.

I assumed the 1060 was good enough for need for speed heat and star wars etc

Clocked at 4.2Ghz maybe, but as it stands for gaming he will likely have no noticeable difference so it's not really an upgrade as much as it would be a side step.

Unless he needs it for work station purposes as well and then it's an upgrade.

Games don't use hyper threading very much.
