Let me add to your confusion also take a look a the 2700X version that's overclocked out of the box.
Before anyone mentions you can OC a 2700 to 2700x levels let me point out you need a 3rd party cooler to do that. If you don't have one maybe just get a 2700x (which i just did) and use it at stock with the stock cooler and have done with it.

You can do a moderate overclock on the stock cooler. Unless you've got terrible airflow, it should be able to handle at least 1.2v. That'll get you into the high 3ghz range, maybe 4ghz if you're lucky.

Not 2700x levels though-not with the 2700's stock cooler. It is just i read those comments a lot but people forget to mention you need a decent 3rd party cooler to get a 2700 to 2700x levels. If you don't have a cooler then the stock (better) cooler which comes with the 2700x is fine.

I wouldn't even consider 2700x over 2700 if not for its overclocking capabilities. Decent b450 mobo + 2700x and snowman cooler

That's fair enough, I'm just an idiot who completely missed the 'to 2700x levels' part.
