This facility is intended to be used immediately after a motor accident at the location of the accident and is not designed for continued use

To use this service you must:

Be insured and on the Motor Insurance Database (MID)Be resident in the UK and entitled to compensation in respect of loss or injury pursuant to the Motor Vehicles (Compulsory Insurance) (Information Centre and Compensation Body) Regulations 2003 (as amended)Be entitled to receive the relevant information and understand that it is an offence to wrongfully obtain information (s55 of the Data Protection Act 1998)Agree to adhere to full Terms of Use."

What does this bit mean please?

It means you need to be a U.K. resident, have appropriate insurance and actually have been involved in an accident or needing to make a claim against another party.
You can’t just use it to see if some car down the street is insured.
