More parts to follow, for a complete system
Any idea if these come with a ryzen 2000 bios pre installed?

All boards should have it by now, the issues were over a year ago.

More pertinent would be if Ryzen v3 will work in it,

MSI, Asus, and BioStar have started rolling out updates for their current X470, B450, and X370 motherboards. Interestingly, B350 boards are not in the queue for Ryzen 3000 support; at least, not all of them. The AMD Generic Encapsulated Software Architecture (AGESA ) v0.0.7.x is expected to support Zen 2 and from what we know so far, BioStar and MSI are offering AGESA v0.0.7.2 while Asus is using the older AGESA v0.0.7.0 BIOS. TechPowerUp reports that the 0.0.7.x version is for testing of Zen 2 engineering samples and we might see an AGESA v1.0.0.0 closer to official launch.

There is some speculation in the media that some B350 boards will not be getting support for Ryzen 3000 due to BIOS size limitations. AMD or motherboard OEMs are yet to confirm this so consider it a rumor for now. Also, we don't find any reason why existing BIOSs will not be able to accommodate an update that essentially just helps the motherboard to recognize the CPU. After all, modders were successful in getting to run Coffee Lake on Z100/200 series motherboards even though Intel said that it isn't supporting the older platform due to power constraints.
Does this have an aRGB header?

Seems so. Did a quick search and found this, will work with a BIOS update.

If I understand correctly. you need to have a compatible CPU in the first place to update the BIOS to handle Gen 2. I'm happy to be proven wrong.

Just checked, this model has what Asus call "EZ Flash 3" so BIOS can be updated from a file on a USB drive. Question is will it boot to BIOS with a Gen 2 CPU installed... IIRC some motherboards would allow this for Ryzen 2000 series CPUs and some wouldn't.

Originally, you needed a gen1 chip to run the bios update; but that was a year ago, everything shipped since then would have the new - or an even newer, bios already on the board.
At this price I'd rather go for a 450/470 board to ensure future compatibility with the new chips

Wouldn’t count on it. This could easily be old stock.
I have this exact board, admittedly from Oct 2017. Works fine once it has newer Bios installed, as did most Ryzen boards.

It will not boot with a Gen 2 chip if Bios is too old
