I was just thinking the same!

Does this mean that one device could get the full 3.1 A. Two 1.55 A and Three would get each a little bit over 1 A?

I believe that how it works. The power is shared by the number of devices..
I would imagine that each port is limited to 2.4 A (which I believe is the USB standard maximum) with 3.1 A across all three. So a phone and a tablet would charge at 1 A and 2.1 A respectively, but if you added a smart watch as well, all three devices would get ~1 A each - this is how other systems work.
