Quite a few sites / blogs recommend Babbel over Duolingo, Duolingo seems to be a 'dumbed down' version.

I've not used either but looking at prices, seems to be pretty cheap for everything

Perhaps 11,000 reviews are enough?
I've used other platforms such as live mocha which was purchased by Rosetta stone, duo lingo, and now babbel. I have to say the learning format focuses on conversation building and fundamentals which I have found more useful. Duo lingo user experience is second to non but there's just not enough depth in the content. UX of babbel has improved drastically in the past 2 years.

I'll be buying the lifetime subscription

Bought it. I got a 1yr spanish for £28 last week, but my girlfriend wants to learn Italian so it makes sense to grab this instead and share it.
(requested a refund for the spanish, as it's within 14 days)

I like Babel and a good price for a lifetime membership. Personally I like to go between apps . Duolingo, Mondly, Memrise. Can also recommend Hello Talk.

I tried Babel years ago, it may have changed.
For me sites like that are pretty useless, I didn't learn a thing doing it

Michel Thomas is pure audio. It concentrates on getting you to understand how to use the language rather than any particular vocab.
e.g. You won't learn how to say, hello, how much is a room, what time is the train, etc, but you will learn how to construct and string together long sentences such as "What do you think of the political and economic situation in France at the moment?", and more importantly the pronouns and most important verb conjugations will stick in your head

I would say no, especially for just one language. I did some searching for a 50% discount offer, and found 12 months of Spanish for around $40, and shorter subs were even cheaper.

Assuming you stick to fairly regular training, you should be able to complete the course within that time.
