The Travelodge is a good option. I stayed at the Waterside one a few years ago, which can be slightly cheaper than the two city centre ones and easier to access by car. It's still an easy walk into the city centre from there, a direct 10 minute one or a more 'scenic' route along the river past The Rec and up onto Pulteney Bridge.

The Bath Waterside Travelodge used to be a Hilton Hotel.
