The Arctics are great fans too and for a fiver, they are a bargain, samd price as the non-pvm models. I find them quiet and I always use them when I need extra case fans, plus I use them on CoolerMaster AIO's also, where the stock fans run too fast and noisy. It is hard to beat BeQuiet, but if you have a few to buy, the cost soon mounts, but fear no the Arctics, they are a great fan too. Maybe my deafness / age helps me decide they are quiet? Customers have never complained however, so that must be a good sign? ;-p
The Arctic F12 are great if you need a *lot* of fans and can run them at low speed.

If you just need a couple of fans and want to ramp them up, then grab the Pure Wings.

I replaced the stock fans on my 280mm AIO and the rear fan on my case with Pure Wings and the difference was obvious. Case and rad get more airflow and after an extended gaming session, there's a decent difference in temps.

The only fans I've had that perform better are the beige Noctua, which are as ugly as they are expensive.

The cheaper one doesn't have variable fan speed function:

VARIABLE FAN SPEED FUNCTION Varies the fan speed and noise level of the fan

Pulse Width Modulation (PWM) allows compatible 4-pin controllers - including those built into many motherboards - to intelligently vary the speed and thus the noise level of the fan. With PWM your system can ramp up the cooling when it’s needed, or operate in maximum quiet mode when it’s not. This feature especially recommends the fan for heat sinks and radiators.

90CFM is about as good as you'll get. Fans with higher RPM/CFM will ruin your eardrums.

These are PC fans. If it’s a Pro, clean the fan: m.youtube.com/wat…cEk
if it’s still noisy, turning off HDR helps a lot. Not much more you can do and Sony recently admitted a design issue

My original PS3, the real original that also plays PS2 games without emulation, it sounds like its squealing when I shut the front door of my AV cabinet. I choice is loud hum with the door open or muffled screech with the door shut..... surely the PS4 is not worse?

I’m not talking about the PS3 and I’m making no comparison with that machine. What I can say is that the PS4 Pro fans can get very noisy from the fans running fast, especially when HDR is used.
