Is this actually modular?

Its Semi-modular so the 24 pin motherboard and 8 pin CPU power are always connected, which shouldn't be a problem unless you plan to use custom cables for aesthetics.
edit: assumed as OP said it was semi-modular then it would be the CM version but its not.

But this is a pretty good PSU and especially for the price.

i own this psu and its very very good for the price and comes with a 5 year warranty aswell
They also have the Be Quiet! Pure Power 11 CM 400W Modular PSU 80+ Gold for 52.21 if you don't need the higher wattage.

The PSU comes with 5 small cable ties, plus mine came with both a euro and UK power supply cord.

The fixed cables are for powering the motherboard, molex, pcie and sata cabling is modular.

A quality product

Doesn't say modular on the website, the specs even say "Modular: No". The BeQuiet! website doesn't mention anything about it being modular either: bequiet.com/en/…543
"Trusted Brand" in power supplies

This is a good PSU. But there are very few brands that don't sell some cheap crap. With Be Quiet! it's the low wattage supplies (IIRC <400W).

I’ve got the title from amazon, sorry for my mistake, I will amend my text
Got the corsair VS650 silent or very quiet psu from Amazon for £45.00.....
Edited by: "cookied" 9th May
I have a Corsair 650w CX650 and it’s extremely loud when idle. Will this one be silent? I cannot stand the noise.
For some reason, this company's "First class royal mail" delivery service is 7 working days... Ordered a CPU cooler from them Wednesday and the delivery date is next wednesday.
I don't know too much about PSUs and always struggle to understand how the average user can actually say it's great compared to another PSU for say £10 less, other than what we're being told by the sticker on it.

Generally they're well reviewed by knowledgeable people on the subject. They are tested for their output and performance, the wattage being all over the place for example is a give away on the build quality. Among other things.
Linus Tech Tips forum for example has a very reliable list of PSUs and their rating from most reliable to least.

This ^^^ (better quality internal components and design reduce the likelihood of the PSU going bang and taking half your PC with it).

And to save everyone else the click through, LTT puts it in A-tier (although they use S, A+, A, B, C, D for ranking).
