I did a review last year on the Bitmore action camera. It's not too bad considering its low price. Obviously it's not going to be the quality of a GoPro but not too bad for somebody that needs something cheap.

Doesn't appear to have time lapse mode, but the 4K version seems to. £17.95 on Amazon.
£17.99 Brand new sealed on ebay so take the RRP as pure fantasy (but we knew that yeh ?)
Going by the description even the 1080p resolution in interpolated so the camera is either 720p or 480p native resolution for video. No reason to set the video beyond its native resolution as the files will be more compact, the battery will last longer and if you want to interpolate you can do a better job on a PC. You can get similar cameras on ebay for about £8-9 and sometimes you see 4k cameras on amazon warehouse for £15 or less. Such cameras may not be 4k but interpolated again but at least give a true 1080p image.
