Is this strong enough for external house bricks please with the right drill bits?
House brick, yes. Engineering brick, no. In all honesty, I would get a cheap SDS drill for what you want to do. Maybe aldi or Lidl one. SDS is like hot knife through butter on bricks and concrete.

As above /\ buy a cheap SDS drill and it'll fly through the bricks.
I had the same model as this deal and stupidly attempted to drill a tumble dryer hole through my house wall, the drill overheated so much it actually caught fire because I was to impatient and didn't want to keep stopping every minute to let it cool down.
I finished the job with a new SDS drill from Screwfix.

If you just want to drill a few bricks with 4mm holes for maybe attaching hanging baskets this deal will be ok though.

What makes SDS drills better than conventional drills? Is it the improved hammer function?

Massively improved hammer action and loads of torque.
The other advantage is they can be used with hammer action only (no rotation) so you can fit a chisel into it to remove floor and wall tiles.
Cold cold cold...how can a 1% saving become hot
