I buy most of my Apple products from Apple store in Chicago, never had a problem with warranty claims in the UK.

As Toby Deals is based in Hong Kong, does the advertised price include UK import VAT and associated fees?

From Apple UK page:
You may seek service in a country that is not the country of purchase, in such a case you will comply with all applicable import and export laws and regulations and be responsible for all custom duties, V.A.T. and other associated taxes and charges.

I'm sure it does apply but they probably put $4 gift' on the packaging to try smuggle it through. I wouldn't risk it.

Stop spouting this rubbish. Samsung do not offer warranty on non UK items but Apple do. For goodness sake look at the link I posted to the Apple UK website and the specific wording I quoted.

There’ll be a new iPad launched soon, and rumour has it they’re knocking them down to about £250 to try and reclaim market share... question is, risk waiting for new model or get one of these?!

Apple historically launch replacements in October/March:

But I suspect the current model won't be immediately replaced. They may want to release one one that is more resistant in hardware to the Meltdown/Spectre vulnerabilities in ARM chips.

6 of the 10 releases have been spring, 4 have been autumn. MacRumours was updated a couple of days ago with the following :

Apple in February registered two new iPads with the Eurasian Economic Commission, a move that suggests an iPad refresh is imminent. The new iPad could launch as soon as March, based on past launch dates following EEC registration.

The two new iPads have model numbers A1893 and A1954, which do not correspond to any known iPad models. It's possible that these two new tablets will be upgraded versions of the 2017 iPad, perhaps introducing new features and a lower price point. It's not likely that these represent the iPad Pro, as we're not expecting a refresh of that device until WWDC or beyond.
