I'm sure you could have it centrally heated or fit an electric heater. I have a large towel radiator connected to central heating. I also fitted a low wattage electric heating element up one end and connected it to a timer (outside bathroom). It means it heats up in the winter and when central heating is off in the sunmer the electrc heater can come on enough to dry the towels and add a bit of background heat.
"Had a chrome version that rusted unfortunately after a couple of years." They all do, chrome or white (unless very expensive stainless one).
Says valves not included so up to you
I can't tell from the pic- is it bottom connected or rear connected?
Based on the description saying "Valve Not Included" I would assume its a central heating unit
