​Then you got the wrong size.
only downside is smaller wheels meaning less availability of parts. Pros ride 49 - 54cm frames even at Bradley Wiggins height. Less weight in a long seat post than a larger frame
A small bike can be made bigger - longer stem, seat post, saddle fore/aft position etc. A bike that's too big can't easily be made smaller (except stem). This is a decent starter bike at a stonking price.It'll give new riders a chance to decide if a road bike is for them. If it is, they could probably sell this for little less than they've paid and it would have been a worthwhile investment. I'm 5'7" (29" inner leg) and had a 51cm frame Triban until very recently and it was fine. I've ridden 65 milers on it in complete comfort 9 my max so far). Only sold it to a friend in order to to buy a newer model. People come in very different sizes which is why bikes are very adjustable. If it's right for you only downside is availability/price of replacement/upgrade wheels and tyres because 650c is not the standard size- but you can get the tyres/tubes and tbh you'd probably sell this on if you got to the point of wanting to upgrade wheels.
