They have started introducing this yes, still sparse, but presume over time would end up becoming the norm on most modern phones, till then we have to rely on 3rd party apps.
Used to use FloatNote but this is more versatile. The kind of thing that should be built into the os.

That's how these apps work, you tell them who you are so that they can show it in the app when you call someone. As well as sell the data to 3rd parties of course..
