Do they ever sell these Carrera's full price?

I don't think they ever get up to full price for any period of time, they've been £199 for a while but just thought the voucher tipped the balance to being a decent deal (I know opinions vary re Halfords).

Yes, the extra code does make it a better deal.

BARGAIN! great cheap, light(ish) commuter bike. if your commute is about 7 miles or less, this will be a great buy. I bet loads of people who 100% car commute five days a week could easily do one or two commutes a week on one of these. (assuming that kind of distance or less).

ok price, what is the build quality like?

Mine seems ok.

Have a read through this deal for further opinions:

I have a carrera subway limited edition 2014, which I bought 2 years ago and I can tell you that it's a real problem child until you can replace all of the Halfords components,in the first three weeks the rear axle was replaced 3 times, 2 months later and the front brake assembly sheared off and the staff tried to claim that it was a safety feature to dodge responsibility, I had none of it and made replace the faulty component. However the frame is solid and my bike has survived a serious crash and an attempted theft where unable to steal the bike, he vandalised it instead leaving me with a bike that is half usable and in need of some expensive repairs. So they are highly nickable and the components are expensive, plus you would have to pay to get the components replaced. I can tell you 2 years down the line that this bike is not the bargain that it first appeared to be, I could have bought a bespoke bike for the amount of money that I've spent on that bike.
